Programme Manager--Dam and Environmental Flows(Beijing), WWF China

WWF, the global conservation organization that has been working in China for 30 years, is looking for a highly skilled professional to be a Programme Manager-- Dam and Environmental Flows for the Conservation Strategy in WWF China Programme Office to be based in Beijing.

This position will report to the Director of Freshwater Programme.

Major Function:

1. Lead to develop Dam and Environmental Flows Strategy and actions for WWF China, design and supervise related programs for outputs and deliverables

2. Develop and maintain the existing high level partnership with Chinese government, institutes, corporate and donors as well as E-Flows Expert Panel

3. Fund raising for Dam and Environmental Flows work in WWF China

4. Strengthen communications for Dam and Environmental Flows work in WWF China

5. Lead to form WWF China Freshwater team’s technical capacity including water infrastructures mainly dam and sluice gates to ensure environmental flows. Lead to provide technical support to WWF China’s field offices.

6. Lead WWF China’s policy work on dam and environmental flows.

Major Duties and Responsibilities:

1. Lead to update WWF China’s strategy on dam and environmental flows especially in prioritized rivers including Yangtze, Mekong, Salween, in cooperation with relevant WWF programmes (Freshwater Programme, Climate Change & Energy Programme) and field offices in those river basins.

2. Lead to WWF China’s policy and research on water infrastructures and environmental flows.

3. Overall responsible for delivering the Dam and E-flows Programme and prepare technical reports timely with appropriate format, high quality, and content, and within the specified time frame, to meet donor requirements.

4. Support the field offices to develop and implement related projects (or project activities) on dam and environmental flows.

5. Develop and maintains good internal and external relationships with donors and partners.

6. Help to build the teams’ capacity with her/is professional knowledge and skill.

7. Seek magnification & fund leverage opportunities.

8. Perform other tasks allocated by the supervisor.

Working Relationships:

Internal: Report to Director of Freshwater Programme, liaise with network colleagues

External: Implement programs with partners, other organizations and donors.

Qualifications:

A.       At least 5 years working experience in related areas.

B.       Abroad study/working experience or government working experiences would be advantages and necessary.

C.       Leadership - Excellent inter-personal skill, proven supervisory ability and technical leadership; ability to establish and maintain effective working relations both as a team member and team leader.

D.       Master degree or above in related fields such as water resources management, hydrology, environmental science. Dynamic, creative and outgoing personality and commitment to nature conservation.

E.        Familiar with participatory facilitation skills and good project management capacity.

F.        Excellent writing in Chinese, good writing and speaking in English, as well as good computer skills.

G.       Adaptive to frequent field travel, and willing to work in the project field sites.

H.       Ability to meet deadlines and work under pressure, as well as ability to manage risks with success.

I.          CLIENT ORIENTATION – Establishes and maintains productive partnerships with clients by gaining their trust and respect. Keeps clients informed of progress or setback in projects and their requests.

J.         Ability to develop and maintain partnership.

K.      Good communications and fundraising capacities.
