The Natural Resources Defense Council (NRDC) is one of the most effective environmental action organizations in the United States and internationally. Established in 1970, NRDC uses law, science and the support of 1.3 million members and online activists to protect the planet and ensure a safe and healthy environment for all living things. We are a non-profit, non-governmental international organization headquartered in New York, with offices in Washington, D.C., San Francisco, Los Angeles, Chicago, and Beijing. Our staff of over 400 environmental lawyers, scientists, policy analysts and engineers work together to protect the world’s environment and curb carbon emissions through advocacy, law, policy change and education, as well as on-the-ground project implementation.

Position Summary:

NRDC is seeking a full-time China Environmental Law Consultant to be based in Beijing, China for an 8-12 month term. The Consultant will work to promote China’s environmental rule of law and legal development in support of NRDC’s strategic goals of greening China and improving public health.

Essential Functions:

A.      Develop and execute strategies to improve rule of law and environmental governance in China.

B.      Implement projects to promote the development of environmental courts and judicial enforcement to ensure compliance of environmental laws. Carry out and manage research projects with local partners, organizing study tours, etc.

C.      Work with Environmental Law Project staff on projects concerning development of China’s environmental legislation and implementation thereof. Provide technical assistance to Chinese stakeholders through the introduction of international experience and the assessment of their possible implementation to China.

D.      Collaborate with local partners to design and implement various training and fellowship programs for environmental lawyers, judges, administrative officials, and environmental NGOs to build their capacity to enforce environmental laws.

Skills and Knowledge Requirements:

A.       Extensive knowledge of China’s legislation and judicial system.

B.       Extensive knowledge of environmental law.

C.       Excellent research, writing, communication, and analytical skills.

D.       Ability to work with lawyers, judges, environmental agencies, NGOs, or other key players in environmental law implementation and enforcement.

E.       Ability to work well with teammates and colleagues; strong sense of team spirit.

F.       Ability to manage multiple tasks and prioritize tasks to meet project deadlines.

Minimum qualifications

A.       Both a Chinese law degree and a J.D. or LL.M. degree.

B.       Two to ten years of relevant work experience.

C.       Fluency in both Chinese and English.

D.       Excellent communication and organizational skills.

E.       Demonstrated commitment to nonprofit/public interest advocacy.

F.       A substantive background in Chinese environmental law and/or laws and policies related to the NGO sector, experience with the public and/or non-profit sector, and prior experience implementing and/or managing international cooperative programs are strongly preferred.
